Administering state agency for the following Federal programs targeted to low-income people in Delaware: Low-Income Home Energy Assistance Program (LIHEAP), the Community Services Block Grant (CSBG), and the Access and Visitation grant which provides safe exchanges and supervised visitation for victims and children in families experiencing domestic violence. Also administers emergency and transitional housing operations, food distribution, and taxpayer donations to the Emergency Housing Assistance Fund.
